Black Sea shipping insurance withdrawal raises regional supply-chain risk

A reduction in private war-risk cover would not halt maritime trade immediately, but it would increase costs, narrow carrier participation, and expose regional importers to sharper disruption scenarios.

By Elena Marin, Senior Analyst, Geoeconomic Risk

Key judgement

Insurance withdrawal is most likely to act as a cost and capacity shock before it becomes a full trade stoppage. The practical risk for exposed organisations is a shorter planning horizon and less reliable carrier availability.

What changed

Marine insurers and reinsurers are reassessing exposure to Black Sea routes after renewed uncertainty around port, vessel, and cargo risks.

Why it matters

When insurance capacity narrows, shippers face higher premiums, stricter exclusions, and fewer willing carriers. These effects can reach importers before physical disruption appears at ports.

Outlook

The near-term outlook depends on whether insurers treat the risk as temporary volatility or a structural change in maritime exposure.

Indicators to watch

Monitor premium quotes, carrier withdrawals, port-call frequency, and public advisories from maritime authorities.

Methodology

Weekly sampling of quoted war-risk spreads from three brokers, cross-checked against port authority filings and AIS vessel tracking, and tested against eleven structured interviews conducted under Chatham House terms between May and July 2026.

Confidence — Moderate confidence. Judgement is sensitive to undisclosed retrocession terms.
